 Pedro Sanchez, the Spanish Prime Minister, announced this week the deconfinement plan. He said adults will also be able to start going out for sports and going for a walk from this Saturday, May 2th. However, certain rules and restrictions are imposed in order to avoid crowds and it will not be possible to go out anytime and anyhow. Also, age will be a criteria to be authorized to go out. This Saturday at 6:00 am, after 48 days of confinement, the Spanish will finally be able to walk or play sports. The new measures presented by the Spanish Minister of Health Salvador Illa will come into force this Saturday.

It is a new step forward, "after a positive evolution of the epidemic" in recent days, which allows citizens to go outside separated by time slots and by ages. It will be possible to go out to do individual sports, keeping a safe distance, and this without geographical limit within the municipality itself.

It will be possible to go out with a maximum of one person living in the same home with the following time restrictions:

  • Walks and sports for those over 14: 6 a.m. to 10 a.m. and 8 p.m. to 11 p.m.

  • Walks of dependent persons (accompanied by a caregiver) and over 70: from 10 a.m. to 12 p.m. and from 7 p.m. to 8 p.m.

  • Walks for children (with conditions that already existed): From 12:00 p.m. to 7:00 p.m.

Only one outing per day is authorized. Asked about the deadline, the Minister assured that a guide will be published clarifying all the doubts that arise. Although with children the maximum is still an hour, for adults the Spanish health authorities have not established any limitation.

The slots, the minister said, will avoid the crowds. For this reason, they will not be applied in municipalities with fewer than 5,000 inhabitants, where this risk does not exist. In addition, Illa presented a second measure of relief: from this Saturday also, non-professional activities of care and collection of agricultural products can be carried out in the same municipality or those bordering. This should be done individually, or accompanied by a dependent or a child.

During the minister’s meeting on Monday with health advisers in the Spanish autonomous communities, several of them proposed not to allow the entire population to leave at the same time in order to avoid crowds. Some images from last weekend were disturbing when the children first started going out.

Although the government has assured that they are the exception, on some occasions there have been gross violations of conditions established by the ministry: walking with one adult, one kilometer from home, for one hour and maintain a safety distance of two meters from other people.
