Spain has been engaged for a few days in the “desescalada”, the deconfinement plan which will be divided into 4 phases. Each will include specific rules and prohibitions depending on the sector and activity, and each region will be assessed individually. As of Monday 11 May, certain areas of Spain are entering phase 1 of the deconfinement plan, authorizing certain businesses and services to open again. In addition, some restrictions are lifted but others remain in place. Deconfinement: what changes for zones in phase 1 from this Monday in Spain

The Official Journal of the Spanish State published the measures that the Spanish government has taken for the zones which pass into phase 1 as of Monday, May 11. The goal is to clarify the changes that affect the daily life of the Spanish who go into phase 1 on Monday and which concerns 51% of the population.

Time slots

As Fernando Simón indicated this Friday, the time slots set for going out remain in place, but the communities can adapt them to their situation. "The time slots are designed to reduce the possibility of contact between vulnerable groups without putting them at higher risk," said the spokesperson for the Spanish Health Alert and Emergency Coordination Center.

Pending its possible modification, it is currently established that people over 14 and under 70 can practice sports and walk from 6:00 to 10:00 and from 20:00 to 23:00. Dependents (accompanied by a caregiver) and those over 70 can go out from 10:00 a.m. to 12:00 p.m. and 7:00 p.m. to 8:00 p.m., while children can play in the street (with their own toy) accompanied by a parent only from 12:00 p.m. to 7:00 p.m. Some communities have already asked to change the latter schedule to avoid the hottest hours.

Travel

Regarding travel, certain modifications appear during this phase 1. The inhabitants of the same house may share the same car up to nine places. If an entire province goes to phase 1, people can move freely within that province, without restrictions or documentation.

However, it is possible that certain autonomous communities may propose that smaller areas move from phase 1, in which case mobility would only be authorized in this area.

During this phase 1, it will not be possible to leave the province.

Meetings

Meetings of up to ten people are authorized during this phase 1. Participants must maintain a safety distance of two meters between them and comply with the hygiene rules for hand washing and protective mask. Above all, avoid crowds and crowds.

In principle, these meetings are possible at home and on the street, as long as they respect the basic rules of security and physical distance.

Bars and shops

In principle, it will be possible to have a drink on the terrace. However, it will be necessary to ensure that there is room because only 50% of the tables on the terraces can be occupied during this phase 1. There must be a minimum distance of two meters between the tables and groups of customers. will never exceed ten people. In addition, the tables must be disinfected between one client and another, and the physical menus and the towel racks cannot be used.

Only stores of less than 400 m² will be able to open, as in phase 0, but the prior appointment and individual attention will no longer be necessary. The stores will allow customers to enter up to a maximum of 30% of their capacity, it will be necessary to maintain a minimum safety distance of two meters and a preferential care schedule for the elderly must be established. In addition, traders will have to disinfect the premises twice a day.

Theaters and museums

During this phase 1, it will be possible to organize cultural shows of less than 30 people in closed places as long as the capacity does not exceed one third of the total of the hall. In addition, it will be possible to attend outdoor shows with a maximum of 200 people whenever it is possible to maintain safe distances.

Museums will also be able to reopen. The maximum capacity will also be limited to one third; tickets must be purchased in advance.

MARKETS

In Spain and in the zones that are entering phase 1, the activity of open-air markets on public roads will resume, although with restrictions concerning the distance between the stalls and the demarcation on the ground of the market for better control by security forces. The number of regular positions is limited to 25% and the maximum authorized inflow will be one third of the capacity. Shopping centers or stores larger than 400 square meters are not allowed to open in phase 1.

HOTELS

Hotels and tourist accommodation can reopen as long as common areas, such as the dining room or lounges, are not used. Strict hygiene rules are put in place to ensure regular disinfection of the rooms and a limitation of contact with residents.

RELIGIOUS AND FUNERAL WORSHIP

Funeral evenings will be allowed, but the number of family members who can do so is limited, that is, 15 people if it takes place outside and 10 in confined spaces. Burials are also authorized with a limit: the entourage for the burial or the farewell for the cremation of the deceased is limited to a maximum of 15 people. The Spanish churches will open their doors again in phase 1, but the influx of worshipers will be reduced to a third of the capacity.

SPORT AND BEACH

The pools will not yet open their doors during this phase 1. The only way to swim will be to go to the beach for those who are lucky enough to live there. For now, some cities, like Barcelona or Valencia, allow you to run on the beach and swim in the water at limited times, but not to lie on the sand. Many other beaches are still closed. During the following phases, the conditions of use of these spaces will be studied.

Sports facilities that are outside may reopen, as well as sports that do not involve physical contact (such as tennis or athletics). In addition, individual sports activities can be carried out by appointment in sports centers that do not involve physical contact or the use of changing rooms. However, the use of facilities whose space is closed must be carried over to phase 2 and only when the sport is practiced without an audience and does not require physical contact.
